Just go without installing a web server on your end while you develop a website. Of course then you would need to upload to the server (as you mentioned the bluehost or hosthawk) each and every time you make a change or add some thing in your web page(s) or any file, image, etc… It would be good for you to understand then how much disturbing work you are doing…
Installing a web server on your own end is purposely needed to have a server-like environment to support your quick development needs.
However, it’s really up to you…
