ADSL limitation. ADSL2+ (I hope I've got the terminology right), with the right modulation (Annex M, I think) can give you ~2Mbps upload at the expense of a restricted download speed... it's some inverse ratio of some sort.
But generally, what companies tend to do is leave the downstream bit uncapped (where they can) and cap the upstream to 1mbps, owing to the modulation that they choose (to make this compromise). So technically, their upload speed is fine.
