I have bitmeter and ShaPlus bandwidth meter. Both work fine. And yes they are free.

I am using net meter and it is good. one of its feature to inform you prior of bandwith consume more than limit.

I am using netlimiter for a while now, it never gets corrupted though when u reinstall the windows, your previous monitoring will be lost i.e. you can't save its previous settings/details of BW monitoring.

And its NOT free, and i am sure you know how to dload it :)
