I think an individual who is only a lecturer (although an honourable position) can not open TV channel like GEO in Pakistan. It does not need crores, lol it need billions and more than money:

Experience, leadership, team management, innovation, creativity, organizational behavior with experts of many related fields.

If you are short of budget, then you may try a radio station. That is not so unrealistic for an individual.

and an english news channel in the pipeline). It is

watched from Bangladesh to the USA.

You don't really need to start that big. It takes more

than one fortune and several humongous bank loans

to finance and feed such a Goliath.

There are examples of several low-budget private

channels (DHOOM, Royal, Waqt, Metro, Channel 5, etc)

with varying levels of commitment and budgets. You

could fore-go all that and start with a FM radio station

or even an internet TV Channel that could be watched

all over the world!

Technology is the best friend of the entrepreneur, if you

Dude the best way is to contact pemra as my fellows have already told you cauz at the end of the day they are your boss if you are in media sector.

You can launch an inhouse channel like the ones cable operators have. Ink agreements with various cable operators and maybe you can have your own channel.
